The Australian Government Marriage Celebrants Program was established in 1973. It enables the appointment of suitably qualified people to perform marriages and provides couples with a meaningful alternative to Registry Office and religious weddings.
The completion of a training course has been a requirement for registration as a Commonwealth-registered marriage celebrant under the Program since 2003. However, the completion of the required training is not sufficient on its own for registration. An applicant must also satisfy the Registrar of Marriage Celebrants that he or she is a fit and proper person to be registered as a marriage celebrant. Registration is not automatic.
Before you embark on the training and subsequent application process to become a Commonwealth-registered marriage celebrant, please consider the following information:

There are ongoing costs involved in meeting the requirements to maintain registration as a Commonwealth-registered marriage celebrant. These need to be considered. Costs include annual professional development obligations, business development expenses, maintaining suitable storage and office facilities and a suitable wardrobe.
As such, it may take some time to recoup the costs outlaid for the initial training, annual professional development and start-up costs involved in setting up your business as a marriage celebrant.
Marriage celebrants have a complex set of responsibilities under the law and failure to meet these is a criminal offence in some cases. You should seriously consider your willingness to accept these responsibilities.
In addition to the important considerations, in the Budget delivered on 10 May 2011, the Government announced a measure to improve the Marriage Celebrants Program. This aims to strengthen the professionalism of marriage celebrants and will benefit marrying couples, marriage celebrants and the community. The reforms announced as part of the Budget include the introduction of an annual registration fee for Commonwealth marriage celebrants from 1 July 2013. People wishing to become a Commonwealth-registered marriage celebrant must have successfully completed the Certificate IV in Celebrancy (CHC42608) or an equivalent university qualification in order to meet the qualification requirement for registration. The former single unit of training called 'Plan, conduct and review a marriage ceremony' and the Certificate IV in Marriage Celebrancy are no longer accepted.
Different criteria for registration as a marriage celebrant apply to people who are fluent in an Australian indigenous language(s). If you wish to apply under this criterion please email marriagecelebrantssection@ag.gov.au.
The Certificate IV in Celebrancy is a broader qualification than its predecessors. It comprises 13 units of training: five compulsory units and eight electives.

Of the eight electives available, the following four electives are mandatory for registration as a marriage celebrant.
In delivering the four mandatory marriage celebrancy units referred to above, training organisations must meet certain requirements relating to materials and qualifications of trainers. These requirements are set by the Registrar of Marriage Celebrants in the Marriage (Celebrancy qualifications or skills) Determination 2009. Please refer to the For training organisations page for detailed information about these requirements.
You are encouraged to familiarise yourself with the Registrar’s requirements. There are important consequences for you if the training organisation does not meet the requirements. Despite your training organisation issuing a certificate on completion of the training, you may not meet the qualification requirement for registration as a marriage celebrant.
To locate Registered Training Organisations registered to offer the Certificate IV in Celebrancy and their contact details, please visit training.gov.au. Enter the qualification code 'CHC42608' in the 'Nationally recognised training' box of the 'quick search' menu and click 'search'. You can then follow the links to 'Find RTOs approved to deliver this qualification'.
Training organisations will be able to answer specific questions on the course including the availability of distance learning, costs and enrolment information.
Information about universities offering equivalent training to the Certificate IV in Celebrancy is set out below.
The training organisations listed on the training.gov.au website are registered by state and territory government authorities. If you have concerns about the training provided by a training organisation, you can raise those concerns with the relevant state or territory training and accrediting bodies. Contact details are available on the training.gov.au website.
When you complete your training you should ensure that your training organisation provides you with a certificate of qualification. You will need to submit a certified copy of your certificate of qualification and transcript of units with your application.
There are certain matters that training organisations need to address on your certificate (see Requirement for certificates issued by training organisations). Where there are deficiencies in the certificate you provide with your application, you will be asked to contact your training organisation for a revised certificate.
The only university currently offering equivalent training to the Certificate IV in Celebrancy is the Monash University in Victoria. The Registrar has determined that the qualification offered by Monash University includes all the units to be necessary for registration as a marriage celebrant. The completion of the required training qualification is necessary to meet the legislative requirements for registration as a marriage celebrant. However, it is not sufficient on its own. In addition, a person seeking registration must satisfy the Registrar that they are a fit and proper person to be registered as a marriage celebrant.
Section 39C of the Marriage Act lists the matters the Registrar must take into account in making that decision. These matters are:Once you have completed your training, please contact the Marriage Celebrants Section by email at marriagecelebrantssection@ag.gov.au for an application package. Please provide a postal address, the name of the organisation with whom you completed your training, as well as the title and qualification code of the course you completed. This will ensure you are provided with the most up to date version of the package.
You should carefully read all the information in the application package before filling in the form. You must comply with all instructions. If you do not, your application may be returned to you. Until you submit a completed application you will not have made an application for registration and your application will not be assessed.
A completed application is one that contains all the information and material required for your application to be assessed.
Applications are processed in order of receipt (as required under section 39D of the Marriage Act).
It can take three months from the date a completed application is received for it to be assessed and the applicant notified of the result. The time taken may also depend on factors such as the thoroughness of your application, the time you take to complete the questions on knowledge of the law relating to the solemnisation of marriages (see below), and whether the Registrar requires further information from you to assess your application.
A new application form came into effect on 3 February 2010 to coincide with the Certificate IV in Celebrancy or equivalent university qualification becoming the mandatory qualification for registration as a Commonwealth-registered marriage celebrant.
In order to satisfy the Registrar of Marriage Celebrants that you have sufficient knowledge of the law relating to the solemnisation of marriages (one of the fit and proper person factors outlined above), the application process now includes a set of questions on legal matters relating to the solemnising of marriages. These questions will be provided to applicants by the Registrar.
The application package will provide you with full details on how to obtain and complete these questions.
These questions form part of the new application process, not part of the training process. However, as mentioned above, training organisations are required to use certain minimum materials in your training and the answers to all of the questions will be found in one or more of these resources.
Please note: Your application will not be complete, and therefore not lodged, until you have completed and returned the questions.
Completing your training and lodging your application for registration as a marriage celebrant does not make you a registered marriage celebrant. There are certain obligations under the Marriage Act that can only be undertaken by a registered marriage celebrant.
Unless and until you are registered as a marriage celebrant, you are not entitled to engage in advertising or promotion that suggests that you are able to conduct marriage ceremonies.
You should not book or agree to perform a marriage until you have been notified by the Registrar that you have been registered as a marriage celebrant.
Persons, such as friends or relatives, who are not registered marriage celebrants may participate in aspects of a marriage ceremony as long as the couple and marriage celebrant are in agreement about that participation. However it is the marriage celebrant who must conduct the legal component of the ceremony and who must fulfil all the legal requirements for solemnising a marriage.
