High Reliability Management & Crisis Leadership Forums
The National Security Capability Development Division of the Attorney-General’s Department and the Australia and New Zealand School of Government (ANZSOG) proudly present the High Reliability Management & Crisis Leadership Forums to be held in Canberra on 2 September and in Sydney on 7 September.
These forums are designed to target significant issues in emergency management by delivering topics that increase awareness of them. The forums harness expert knowledge and facilitate interdisciplinary discussion to enhance national capability in emergency management.
Crisis Leadership in Government – CSIRO Discovery Centre, Canberra

The standard view of emergency management depicts it as a predominantly professional, consensual, collective problem-solving activity under conditions of time pressure and complexity. However, this is only part of the story. In contemporary Western societies, a crisis sets in motion extensive media reporting, investigations by political forums as well as civil and criminal juridical proceedings. It is not uncommon for public officials and agencies to be singled out as the responsible actors for prevention, preparedness and response failures. At the strategic level, crisis management therefore amounts to more than harnessing the capacity of governments and public organisations. It is in fact an intensely political and sometimes deeply controversial activity. Professor ‘t Hart will ‘unpack’ the strategic challenges of crisis leadership that go above and beyond fixing the operational challenges of emergency management. Presenting alongside Professor ‘t Hart, Dr Emery Roe will introduce his findings on how to maintain reliability of critical services during a crisis. His case studies concern electricity grids, water infrastructure, and the operations of people he calls the ‘reliability professionals’. Together, Dr Roe and Professor ‘t Hart will compare and contrast their views on crisis leadership.

Examines how High Reliability Management differs from crisis prevention and crisis management. The discussion will include the principle features of high reliability management, including how to promote high reliability in the provision of critical services.
High Reliability Management: Ensuring Ongoing Service Delivery During Crisis – Art Gallery of NSW, Sydney

How High Reliability Management plays out in critical service industries and the implications of control room operations for corporate business models and risk management practices.
Dr Emery Roe
Visiting Australia from the California State University East Bay's Department of Public Affairs and Administration, Dr Emery Roe is a practising policy analyst working on science, technology and environmental controversies. He specialises in developing better management strategies in large technical systems for the provision of highly critical services, such as electricity and water. He is the author and co-author of many articles and books, including Narrative Policy Analysis (1994), Taking Complexity Seriously (1998), Ecology, Engineering and Management (2002), and High Reliability Management (2008).
Professor Paul 't Hart
A Dutch Australian, Professor Paul 't Hart arrived here in late 2005 and is now Professor of Political Science at the Research School of Social Sciences, Australian National University, and Professor of Public Administration, Utrecht School of Governance, Utrecht University, the Netherlands. He has had visiting positions in Oxford and Stockholm. Professor 't Hart's research, teaching and training activities focus on elite behaviour and leadership in government, crisis management, policy evaluation and public accountability. In addition to being a well published author in crisis management and leadership, he was Associate Dean of the Netherlands School of government, responsible for its Masters of Public Administration and Police Leadership Programs. He is currently a faculty member of the Australia and New Zealand School of Government.
